Dear Aleksandar Ivanov,
We acknowledge receipt of your email dated Feb 25, 2026. As the laws and regulations differ in each country where we operate, we have forwarded your email to our international partners.
Considering the above, our office will not be investigating this matter. Please be assured our international partners will initiate a review and respond to you directly.
Sincerely,
Escalated Customer Concerns Office

(OSFI – Office of the Superintendent of Financial Institutions), FINTRAC (Financial Transactions and Reports Analysis Centre of Canada) OBSI (Ombudsman for Banking Services and Investments) или канадския орган за защита на потребителите на финансови услуги (FCAC – Financial Consumer Agency of Canada), Ето и новото ни писмо до тях:

RE: Formal Complaint and Notification of Scotiabank’s Refusal to Investigate Illegitimate Financial Operations Linked to the Kalushev Group
Dear Sir/Madam,
I am writing to formally submit a complaint and draw your attention to a critical compliance and regulatory failure by Scotiabank (The Bank of Nova Scotia) regarding my documented investigative reports concerning the illicit financial activities of the Kalushev Group.
1. Background of the Case
On February 25, 2026, I submitted comprehensive and well-documented intelligence and evidence to Scotiabank’s Escalated Customer Concerns Office, detailing systemic financial irregularities, compliance breaches, and suspicious transactions linked to the Kalushev Group.
Similar detailed packages containing verifiable operational data have also been formally submitted to international law enforcement and financial intelligence units, including FinCEN and the DEA (bearing official reference/case numbers).
2. Scotiabank’s Response and Regulatory Evasion
Instead of initiating a proper internal compliance review or addressing the substantive financial crime allegations within its jurisdiction, Scotiabank issued a dismissive and evasive formal response on 2.26.2026.
The bank’s Escalated Customer Concerns Office explicitly stated:
„As the laws and regulations differ in each country where we operate, we have forwarded your email to our international partners. Considering the above, our office will not be investigating this matter. Please be assured our international partners will initiate a review and respond to you directly.“
This response constitutes a textbook example of bureaucratic deflection and a failure of the institution’s Anti-Money Laundering (AML) and Know Your Customer (KYC) oversight obligations. By arbitrarily washing their hands of the matter and shifting the burden to unspecified „international partners“ without conducting a thorough institutional check, Scotiabank is actively ignoring potential risks involving international financial misconduct.
3. Request for Regulatory Intervention
In light of the above, I respectfully request that the Canadian regulatory authorities:
- Initiate an inquiry into Scotiabank’s handling of this compliance alert and review whether the bank’s Escalated Customer Concerns Office acted in accordance with Canadian banking regulations and AML/KYC standards when dismissing serious financial crime warnings.
- Examine Scotiabank’s oversight regarding international transactions and partnerships associated with the entities in question.
- Hold the institution accountable for failing to properly register, assess, and escalate internal whistleblowing and investigative findings submitted by independent journalists and researchers.
All relevant documents, prior correspondence with Scotiabank, and reference numbers from international agencies are available and can be provided upon official request.
Thank you for your time, attention, and commitment to maintaining the integrity of the Canadian financial system.
Sincerely,
Aleksandar Ivanov
